Can you turn the volt meter off on the Mini Power Box?

You sure can! The ON/OFF switch controls the volt meter, so you can switch it off whenever you like. This is helpful at night time if you control box is in your sleeping quarters. Don't worry, turning off the volt meter does not turn off any of the power ports. 

Is the Mini Control Box a power source?

No, this is a power distribution unit that must be connected to a power source to enable connected devices to operate or charge.
